The Provincial People’s Committee has just issued an official dispatch on accelerating the implementation of the Hong Hac – Xuan Lam Urban Area Construction Investment Project.
Accordingly, the Chairman of the People’s Committee of Bac Ninh province requested the Department of Agriculture and Environment to urgently guide and organize the issuance of Land Use Rights Certificates for the Hong Hac – Xuan Lam Urban Area construction investment project to investors according to regulations, to be completed before March 25.
At the same time, proactively urge and direct the organization to determine the value of the project’s land use rights through planning adjustments, ensuring the rights and obligations of investors, avoiding loss of state budget, to be completed before May 30.
The Department of Construction urgently organizes the appraisal of the basic design, granting a construction permit, ensuring the conditions for starting construction, completing the project before March 15.
The Trade Union of Industry and Trade Banking Investment Joint Stock Company will develop a plan to organize the construction at the same time of the project items licensed before April 5.
According to the reporter’s investigation, on February 17, the Trade Union of Industry and Trade Banking Investment Joint Stock Company issued an official dispatch to the People’s Committee of Bac Ninh province to remove obstacles in procedures for granting land use right certificates for the Hong Hac – Xuan Lam Ecological Urban Area project, Thuan Thanh town.
The People’s Committee of Bac Ninh province approved the investment policy of Hong Hac – Xuan Lam Ecological Urban Area by the Trade Union Investment Joint Stock Company (owned by Phu My Hung) at the conference to announce the planning and investment promotion held in September 2024.
Hong Hac – Xuan Lam ecological urban area was approved for investment by Bac Ninh province in December 2010. According to the plan, the project has a scale of nearly 200 hectares in Thuan Thanh town, with a total capital of VND27,000 billion (nearly 1.1 billion USD).
According to the detailed planning adjustment project, the population of the project is nearly 28,000 people. This urban area has a highlight of a mixed-use building and a commercial center with a maximum height of 25 floors in the North and the center of the project.
Phu My Hung is the investor of the urban area of the same name located along Nguyen Van Linh Avenue, District 7, Ho Chi Minh City – a model urban area with 5 urban clusters. In addition to Bac Ninh, Phu My Hung has recently researched investment and development of projects in Hoa Binh and Thai Nguyen.
Bac Ninh is one of the industrial capitals in the North, concentrating a series of FDI giants in the fields of technology equipment manufacturing, electronics, and semiconductors.
In recent years, Bac Ninh has also become the destination of a series of large investors in the real estate sector.
Currently, Bac Ninh province is also calling for investment in a series of urban areas in Bac Ninh city, Tu Son, Tien Du district with a total estimated capital of more than 105,000 billion VND.
Transport infrastructure in Bac Ninh is changing strongly. Gia Binh airport in Xuan Lai commune and Gia Binh town, Gia Binh district, Bac Ninh province has just started construction at the end of last year.
This project is being consulted by the Ministry of Transport with ministries and branches to add to the planning of the domestic international airport network.
Hanoi City has also agreed on the plan to build a nearly 50 km, 120 m wide road connecting Gia Binh airport with the center of the capital.
